We are seeing the last remnants of Cold War ending. Aid will be cut. That will make a huge difference on the situation.

Simple - people lives are spendable those that have the money have the best attorneys and the best PR people and can elect the preferred politicians who then play at will with peopels lives in the name of whatever is trendy at the time to sell and dupe most of the electorate.
