No, the income trust fiasco occurred after the first minority conservative government was elected. When he was re-elected with a second minority, it was soon revealed that, despite all the negative ads claiming Harper had a secret agenda, in actual fact, the reverse was true. The Libs, Dopers and Treasonists had their own secret agenda - the Coalition of Losers would band together to overthrow the election results.
