Like a consumption tax?

If someone has already paid income tax on X dollars that now sit in his savings account, then the income tax is replaced with a "national sales tax", or other kind of consumption tax...the poor slob with all the cash on hand that he already paid income tax on is taxed again.

If your estate is large enough you'll pay that death whether you've converted, or not.
You'll pay, though, if you've done the conversion.
