It seems like this is a bet on believing managements statement that revenue will increase in the near term due to delayed higher margin projects. As it stands now, it's a mediocre business with ROE 12% last year and no earning in 09,08,and 07 (last 10k on their website). Current book value is slightly lower than 2007.
