Yes, the writing isn't clear. I think what he's trying to say, is the net energy is 4 times greater with sugarcane ethanol, compared to corn ethanol. Net energy = energy in the ethanol, minus all the energy inputs needed to produce the ethanol. This equation depends on what is included as inputs; there are endless inconclusive arguments over the exact numbers.

Hopefully, sugarcane ethanol is a stepping-stone, to cellulose ethanol. The world is at a point, where all land that can grow food, must be used for that purpose. To do otherwise, is a deliberate decision to allow some people to starve.
