The alarming part, Shootie, is that no imagination for such a script is required in a country where national grocery chains refuse to build and operate in Detroit, MI because of the rampant crime among employees, managers, the police, and patrons alike. The grocers and retailers cannot turn a profit there due to crime and high employee turnover. Imagine that! A U.S. city with nearly a million inhabitants cannot field a national chain grocery or Wal-Mart. Numerous other cities are nearly as bad. Many, such as Dallas, Compton, and Harlem, have erected prison watch guard towers in the middle of ghettos to keep watch over the inmates, er, denizens. They can't seem to behave and remain within the confines of the law for even a few minutes, much less long enough to engage in the simple act of legal commerce at a store or shop. Obviously, some people are unable to behave long enough to participate in the commerce process, so a special model is needed to accommodate them, which I described below.
