Well that's a classic scam now isn't it. You pay for something and then you get something of lesser or no value in return. That's usually called FRAUD. The Govt never had any intention of ever delivering on the the products and services that were paid for with a so-called dedicated payroll tax. If you can't deliver on the promises, you don't pass the law, it's that simple, but being the fraudsters that LBJ and his Democratic Congresses were, they didn't care, they wanted to steal people's money.
