Only conjecture on my part. If it was a JV - company would announce at once and stock would be at $50.

It would make sense for Bateman to want a JV OR a PP only after making sure that they had developed a viable extraction method.

Therefore, I think that they are, most likely, a consultant. This could easily be wrong - but seems logical to me.
