It doesn't. However, a high put/call ratio is one indicator that from time coincides with a market term. Check out the IBD market page (end of A section with all the graphs) of any recent issue and you will see the 52wk p/c extreme took place on 4/11/97, the last intermediate market closing low. I just pointed out that a successful retest of the NASDAQ low coincident with a high P/C ratio caught my eye.
