I know we'e been through this, Mq, but I still think that it would work better the other way around. Instead of making citizenship super expensive, and then expend great efforts at keeping the undesirables out, why not have governments compete for citizens by offering cost effective, high quality services? If I think that I'm paying too much for lousy governance, I'll say screw them and will move to a different jurisdiction.

The idea is not really mine. Many years ago two guys - Davidson and Reese-Mogg (I believe) wrote a book about it, called "Sovereign Individual".
