I'd be surprised if Intel wait till the next gen of Atom is out in 2013 before they use 22nm on it, especially as the 22nm process gives its biggest advantage at low power.

Atom hasn't really followed the tick/tock strategy so far, which is what the question really boils down to.

Perhaps a "simple"* shrink to 22nm tri-gate would not be worth the effort, if its going to be replaced by a new design right away.
