When someone makes a loan that has no chance of being repaid, that is a subsidy.

Can you please name a couple of the big subsidies the oil industry receives?

They didn't just give GM a loan, they bought the company, and they paid with cash. The US government now owns GM shares. That is a very large subsidy.
