In GWB's case, he was a strong decision maker, and he weighed everyone's advice then made the decision. So, after the administration is over, everyone is free to get their views of the facts out, and these two were sometimes opposed.

Oh yeah...he was the decider all right...he followed his gut rather than facts...spoke to god too...
