However, I wouldn't expect Gates to be critical of the administration he is currently working for. I don't seem to recall him criticizing Bush much, either. This is a characteristic of highly competent government officials. They recognize there are difficult decisions to be made, not everyone will agree on them, but it is un-helpful to go around criticizing others in the administration. This has been the leadership example set by GWB. The Federalist Papers had a couple of articles that addressed this subject head-on.
