Blaming the previous administration 2 1/2 years into your term, when you have done nothing to amelieorate the situation is an indication of incompetence to me. Competent people fix things. They don't throw their hands up and say, "Boy, that last guy really messed this up. There is nothing I can do about it."

That is how I see it at least.
