Then why doesn't Pelosi just get a blanket exemption for all of San Francisco?

Or just change SF's plans so that it supplements ObamaCare?

Every city in the country already has healthcare.

"Healthcare" "socialized health care" or "socialized health insurance" (Although even if it did every city would still have it to a great degree since there is still Medicare, Medicaid, and other programs.)
