You have coal. You don't have oil. But you need lots of mobile fuel.

To get the oil that you do not have -and it is ending- plus you have more people bidding it high and higher you need to export a lot of goods and services to enable you tyo get that foreign oil.

Now, you are not exporting much, so you current account deficit is deteriorating.

The government of your country decides that is a good idea to get less dependent of that foreign oil.

You get your own USD, make liquid fuel out of your own coal, and all that USD circulates inside your own economy. Generate taxes and jobs.

As you can see you economy vs non-economic thing needs to be correlated with a whole lot of issues that go way beyond energy per se.

Look at it as soy feed stock and beef. In pure economic grounds, it would be more economic for us to eat soybeans. But feeding to cows you get at the end a higher value product.

You need ethanol because you can't burn MTBE, and you needed MTBE because you can't burn leaded gasoline.
