Ouch. That is horrible. Upload is one thing and can vary - the download is very poor. I am rated at 5Mbps up and other day I tested and got around 4.25Mbps - I will monitor it. For upload rated at 800kbps - got somewhere around that (0.8Mbps). The number you should concentrate on is the Download and you should run that a number of times over the next few days and see if it improves. If you have someone downloading torrents all day that could be a factor (ie no one home but processes running 24/7). OTOH not sure what you are paying for. But on any scale, that sounds plane wrong.
