Several reasons:

1) CA government continues to become more bloated and more inefficient. Part of it is by design, like I said before.

2) Union pensions. 'Nuff said.

3) The middle class in California is shrinking due to bad policies, which takes the worst parts of liberalism and conservatism. What's left are the rich who can dodge taxes and the poor who place incredible burdens on CA's entitlement programs.
