Still plenty of room for a Stockmarket Czar. Now this guy may be the most successful czar on his staff: David Hayes Deputy Interior Secretary (California Water Czar ) Charged with coordinating federal agencies to ease California's water shortage. We've had two above average winters...there's no drought in California anymore. If he wants to end the congress created dust bowl in the central valley all he has to do is establish the delta smelt as the National Bait Fish instead of a protected species.
