The IRS taxes you on worldwide income .... they don't care where you earn it .... thats why the foreign tax credit is important ... it avoids double taxation.

American companies have to pay taxes on profits if they bring them in to the US. The fact that we have high corporate income taxes provides the incentive for companies not to bring their profits here. That doesn't work so well for purely American companies, but international companies have operations in and between many countries. Where the profit is realized depends on how the different parts of the company allocate costs to each other. Your not going to be able to force them to pay high taxes on their profits.
