As far as monitoring is concerned, the SEC monitors these boards also. But with thousands of boards to mointor, it is hard to look at all of them.
When someone posts information about one stock on many boards it only increases the chances that they (SEC) will see a hype post and check into it.

The SEC relies on complaints of investors about this type of hype.
