I think it is perfectly obvious why he wouldn't have supported it. It wasn't going to pass anyway.

So he is voting against a (lost) cause that he OPENLY embraces to avoid backlash from his voters? He must think his voters are brain dead...oh wait, they voted for him...never mind.
