It forced them to comply with the Medicare requirements before the deadline. My experience with docs is that is what it takes for too many.

Considering that tax cuts without offsetting spending cuts is deficit spending, you much consider the Reagan and Bush administrations to be immoral. They were responsible for the overwhelming vast majority of the debt we now have. So you mis-spelled "conservatives".
