Bush didn't make people die or disappear, because of their race, at least not under any program or activity that's known to the public. The "governments that have done so" are governments like the Nazi government in Germany.

"Nice use of ad hominem."

It isn't an ad hominem to point out that Cato has an agenda and isn't shy of distorting things to promote it.

It is ad-hominem to say or imply the arguments they are making are false or invalid because of any real or imagined agenda you think they have.

Also other sources would have their own agendas or biases, so dismissing arguments from those who are not totally unbiased would amount to dismissing all discussion.

And shutting out those who economically disadvantage not only locks them into their economic status, it also effects their peers.

Not discriminating based on raced != shutting the e economically disadvantaged out. It doesn't mean shutting anyone out of getting an education.

And its not theoretical constructs that are discriminated against by racial biases and quota systems, its actual people. And in some cases its actual people, that your trying to discriminate in favor of, that are put in to situations they are not ready to handle.
