Yes he made an effort, but it didn't work. A failed effort is a different type of failing to do something than not even trying, but its still a failure. If you think the particular effort was a very good idea, you can primarily blame the opposition, but Bush still doesn't get the credit for actually doing something here, only for making a proposal.
