You really are clueless about this subject. If you want to discuss it, fine -- but at least make an effort.

The Republicans? LBJ set up Medicare, establishing it with a maximum annual tax of 0.35% x $6,600 = 23.10/year.

Today, for a person making $100K, it is now at $5,800/year, and the wage cap is eliminated totally. $23 in 1966 to $5,800 or more now. To suggest this program has been "starved" for funding is absurd (this counts ONLY the HI fund; add to that Parts B, C & D).
