Actually the TX economy is doing better than most states .... and the legislature is making the cuts they have to now. You don't understand the TX budget process.

No, his hair was still impeccably coiffed. Granted, sometimes he had his sleeves rolled up, but the shirt was still immaculately pressed. Sort of like when James Bond strips out of a wetsuit, not a drysuit mind you, with his hair combed and tux in perfect condition...
