Yes and no, yes they can be, but from my experience with drives with bad sectors, I ended up getting more, and the drives died or I did not trust them anymore.

If you know the make of your drive, you should be able to download utilities from the manufacture web site, they should include an option to repair the drive.

Go to device manager and see the type of drive:
Right click on My Computer>Properties>Hardware>Device Manager>click the + by Disk Drives

Run the CHKDSK scan again with the same options. There is a good chance that CHKDSK marked the bad sectors as unusable so the computer will ignore them. Even if they are marked as unusable, a disk imaging program like True Image may or may not handle them properly.
