David: agree with your reasoning. Topro will be facing a unique situation: too much work. It is in their best interest to keep the most profitable work and franchise the rest in some way. Doesn't it make sense for them to manage their tools and let others do the more menial work. Their plan makes good business sense to me. It would appear to be impossible to hire and train the amout of people that will be necessary. Let them put their expertise where it's most profitable. Isn't that what they're doing?

Topro is in better position to be more responsive to a clients needs as a direct source then they would be in a joint venture or as a subcontractor to Fluor. JMHO.....

BTW, two of Fluor's biggest clients are Proctor & Gamble and IBM.....
