There is some truth to that. OTOH we would probably be better of if more members of congress took some time off. The only problem is with entitlements, which are passed so that they automatically continue to grow even without action. If we didn't have entitlements (which doesn't necessarily mean that we don't have large social programs, only that their budget would have to be voted on again each year), or scheduled tax increases, then it would be just fine IMO if all of congress took some time off.
