Don't laugh ... I used to work for the Department of Defense in the Human Resources area. At one point, the folks in DC developed a special program that required hiring of individuals with low skills. There was literally a system of applicant "ranking" where those with the least amount of education and/or experience were ranked highest in the pecking order for hiring. In other words we deliberately had to hire lower skilled and less educated people when large numbers of better candidates were available on the market! The "non-entitlement" entitlement is not that big of a stretch! Pat
