Only if you shift the goal posts and claim that the New Deal was never meant to end the Great Depression.

Some economists think FDR didn't spend enough. Others think that FDR could never spend enough to overcome the depression, and that all FDR did was to extend the circumstances.

Either way, the New Deal failed to end the Great Depression. That's a historical fact.
