I don't think it would have and I said so then...but the political climate in DC clearly didn't want to take that risk.

Then WHY did he do it?

Does requiring 60 votes to override a filibuster mean anything to you?? Without the blackmail of 60 votes the R's would not let anything pass....unless they got their tax cut.
