I agree. In most countries that are very poor, or used to be very poor within living memory, the harshness of life creates very harsh attitudes, which become part of the culture. In the poorest countries, the bad treatment is extended even to one's children. Infanticide is rife, and people in dire circumstances sell their children, or burn their wife to collect a new dowry from a new wife.

Western countries are not immune to this behavior. Abuse of children increases tremendously as people become poorer. I read somewhere about the attitude of some famous 18th and 19th century western thinkers towards their children and it was appalling.
