yes they did because buying US financial products with false pretenses spewed by the types of MS, or GS et-al and ended up to be swindled of their money.

China and India are not going for New York and adjacencies.

Going to NYC and adjacencies was a mistake the Japanese did.

In the late 80s the Japanese made New York Metropolitan area the largest cocentration of regional capital in the US and perhaps in the world.

As capital hogging is not the way to go, Japan has been in the bogs for the past 20 years.

That must serves as a lesson for India and China.
