The Bush tax cuts were part of the stimulus bill negotiated between the Obama administration and the House. It had to be included in the bill. The Republicans would otherwise not let a stimulus bill come to the floor for passage. When the bill went to the floor of the House, the Republicans cast a symbolic vote in unified opposition, knowing that it was going to pass anyways with the pork they stuffed into the bill.
