I didn't. You did.

I brought up the issue that the revenue went down without any further tax cuts. Previous tax cuts being in place don't cause an additional revenue drop years later, but recent tax cuts often do. In the years in question, revenue went down before any significant tax cuts. Which goes back to my earlier point about the drop being from a recession, not from tax cuts.
