re CCJ - I would consider a price of 7x earnings as attractive. That is about what Vale is going for. I am not sure that the prospects for uranium is better than for Iron ore, so I think a comparable price/earnings ratio makes sense..
or maybe you base it on ERA.AX valuation, which is a peer company (more or less). That would get you in a similar range.

My target price for BRK.B is in the 72.XX$ range - at least that is where my GTC order is situated. I think this would be very attractive price. Below is a link to a fairly good valuation model from Tilson:
