Prop 13 didn't reduce commerce in CA (if anything it might indirectly increase it). It didn't cause the average age of Americans to get higher. The general situation described in the article has nothing to do with Prop 13. The only thing mentioned in the article that was clearly caused by Prop 13 is the limit on raising revenue, but that's not a bad thing, and the article makes no argument for the idea that it is a bad thing. If the town can't get enough revenue to cover its spending, it should spend less.
