I'm not sure if there are more/less than normal, but it's a good sign that the balance sheets for insurers have recovered from financial collapse that they feel they've rebuilt sufficient reserves and can spend on mergers. I notice this one was stock deal, but Allstate recently did a cash deal the other day for esurance and that surprised me quite a bit.
