Exactly, and I've already responded to that point.

"The only thing mentioned in the article that was clearly caused by Prop 13 is the limit on raising revenue, but that's not a bad thing, and the article makes no argument for the idea that it is a bad thing. If the town can't get enough revenue to cover its spending, it should spend less."
