Q has sponsored Uplinq / BREW conferences for many years with this year’s event as crowded as ever and with attendance growing in recent years (per Modoff). I don’t know if attendance fees cover the bill or not, nor if certain media or analysts get complimentary tickets

Uplinq doesnt seem much different to me than the previous BREW conferences. Q has ALWAYS thrown some of the best events/parties in tech. I have been reading compliments about them for a very long time. Whether that money is well spent would be very hard to measure, but I give Q the benefit of the doubt. It likely does buy them some good press and increased developer interest.

I will say though that they have been more aggressive on the PR side over the last year. Something new last year was that I read at least one review of SWAGG which indicated that Qualcomm had paid the blogger to review the service. If you remember, there were some overwhelmingly popular reviews of that service when it came out. It might be a good move, but as an investor I also have to keep that in mind when I read reviews of Q's products by non-mainstream sources.
