If the Dems had the vote in the house I would have agreed with you, but they had to deal with the political reality of what they could (can) get without the votes.

Possibly before the 10 mid-terms something like that might have gotten thru--hard to say.

I, too, would like some more fire in the belly some times, but compared to the alternative this is what we are going to have to work with and support.
