Yes, it did. As I just showed you in the most remedial terms. It was higher in '06 than in '00 and higher still in '07 and '08.

This isn't that complicated. Now, you can try to make the argument that tax cuts caused the temporary decline in revenue (and it may have had some role in '01-'03, but was certainly not the principle cause of it). But subsequently, it is clear that revenue was growing strongly, until the Clinton Real Estate Crash killed the entire economy.
