Everyone working and receiving paychecks stimulate the economy. What it's "for" doesn't matter, economically.

Other than having the opposition party beat you over the head with it, filling in and digging holes would work fine, although I'm sure if we tried we could find actual real jobs for everyone.

But, Obama didn't do that. he spread the money out to localities, where a large part was soaked up by the crony capitalists paying themselves.
