The capacity of the economy to absorb money is being tested. Need to divert USD outside the country.

So far this has been done by buying US treasuries. Need to find new ways to send money out to avoid poisoning.

Illegal capital flight? Sure.
That is a must-happen stepping stone in china's progress? Possibly.

As to your forebear, the sentiment

may be correct, technically, but we must never forget that (i) the territory, broadly speaking for many parts, and specifically noted for most that mattered, had owners, and the owners were cleansed one sorry way or another

Therefore (ii) stolen property were transferred amongst the newcomers, all made ok by writing up laws.

Whether one leaves one territory a thief, or arrives in another territory a thief, if there is a difference in the big picture, I have difficulty seeing. The law separates them, especially in the different territories.

I suspect to god, a thief is still a thief.

I look up my gene chart and see pirates, admirals, lawyers, scoundrels, drifters, adventurers, rebels, terrorists ... But to me they were just doing what came naturally, per setup at the time, per the times.

Take example of marc rich, former and still de facto head of glencore, who bought a pardon from Clinton, billionaire several times over, in thick with intelligence services and in deep with crooks, more squid-like than Goldman Sachs and more evil than the fed
