It's probably safe to assume that the GPS industry and all its allies are stretching the story with versions intended to keep Lightsquared out of their neighborhood, and Lightsquared is probably being too optimistic. That's the way these "new to the spectrum neighborhood" debates always go, and there will be dozens more as the FCC looks to free up an additional 500MHz in the coming years.

A couple related articles that are worth reading for some alternative viewpoints and information, since the general press seems to be acting as the PR arm for the GPS industry and there's more to consider in this story than that:
