Perhaps you overlooked the last two lines of proposals by

lightsquared, in Frank's post Message 27446036

Lightsquared has arbitrarily banned itself from certain spectrum, so that discounts your claim.

It also chosen an arbitrary fixed power reduction ....
to be practical and safe ... the power reductions must be
dynamic, and based on proximity considerations.

They could further use dynamic power reduction, based on proximity to the effected GPS devices (certainly when in proximity to .... the an airport GPS system , would be one of those very necessary examples .

A LTE system of this type could do as Whitespace systems will do:

New whitespace systems will use a combination of the LOOK process ie location based query (geo-location and data based service) as well as spectrum sensing (the LISTEN process).

it then will always know (in real time) which spectrum (or portions of spectrum) to avoid, and where ......

It also obviously needs to know when and where to automatically control radiated power to avoid jamming many forms of vital GPS based Air systems navigational systems
