I said, referring to the SPR, "once opened, it can't be closed". Why not?

How smart is opening the SPR?

I suppose if QE3 is out of the question, and another stimulus package is out of the question, and we are already at ZIRP, opening the SPR is a doable pseudo-stimulus.

If that is their thinking then they are worried.
